John H. Conway counsel

Mr. Conway has extensive experience in a broad range of matters and proceedings involving the electric utility, natural gas and hydropower industries at the federal and state levels.

Prior to joining Stone Mattheis Xenopoulos & Brew, PC John spent over 22 years on the staff of the Federal Energy Regulatory Commission, playing key roles in the development and application of the Commission's market-based rate and utility merger policies, its introduction of transmission open access to the electric utility industry, and the development of the Commission's hydro-power licensing program. As trial counsel and the Commission's Deputy Solicitor and Solicitor, John frequently appeared before the federal courts, arguing or supervising major cases involving all facets of the Commission’s work and assisted in the successful defense before the Supreme Court of several federal programs. Since joining Stone Mattheis Xenopoulos & Brew, PC, John has represented a broad range of the Firm's clients including municipalities, cooperatives, joint action agencies and industrials in all phases of power purchase and transmission transactions.  John has also been involved in numerous proceedings before federal and state courts and agencies involving the energy markets and has served as an Early Neutral Evaluator assisting parties in settlement efforts.

John's expertise in the development of economic regulatory policies has been recognized by invitations to speak before National organizations and representatives of foreign governments including members of the former Soviet Union, Australia, and several African and South American countries. He is a member of the District of Columbia and Wisconsin Bars, and is admitted to practice before the United States Supreme Court and most of the federal courts of appeals.
